wg-actuator: Disable wgactuator image build

Description

This disables the ocs-wgactuator-agent image builds. (Like we've done in the past, see #1016.)

Motivation and Context

The builds are currently failing, until #1100 gets resolved.

How Has This Been Tested?

Local builds succeed.
