[1.3.1] CLI: Bluesky video publishing

The CLI now uses SDK 1.3.1 to publish Bluesky videos through local OAuth accounts and Scheduler-connected accounts.

• Publish one MP4 video up to 300 MB and 10 minutes with the existing --video flag.
• Preserves supplied video duration when uploading local media to hosted accounts.
• Includes the SDK's Bluesky upload, processing, and validation support.

Install: npm install -g @simple-post/cli@1.3.1
