ape

Actually Portable Executable (APE) loaders from Cosmopolitan 4.0.2, the version
Sireum pins (org.sireum.version.cosmos / org.sireum.version.cosmocc in
kekinian's versions.properties). CI registers them as the binfmt_misc
interpreter for APE binaries.

Extracted unmodified from bin/ape-x86_64.elf and bin/ape-aarch64.elf in
cosmocc-4.0.2.zip,
mirrored here so CI does not depend on cosmo.zip being reachable.
