Tickers 0.4.0 adds Telegram notifications and refreshes the entire dependency stack.
✨ Telegram notifications
Get alerted when a monitored service goes down — and again when it recovers.
- Down alert after a configurable number of consecutive failures (
failure_threshold, default 3); recovery alert on the first success. - Send to multiple users, groups, or channels via
chat_ids. - Restart-safe: notification state is seeded from the last persisted status, so restarting mid-outage won't re-alert.
- Bot token is never written to logs, even on send errors.
Opt in by adding a [telegram] section to tickers.toml (omit it to keep notifications disabled):

- All dependencies updated to their latest stable releases (axum 0.8.9, leptos 0.8.20, tokio 1.52, sqlx 0.9, reqwest 0.13, toml 1, tower-http 0.7, …).
- reqwest 0.13 — TLS backend switched to rustls + aws-lc-rs using the platform certificate store.
- sqlx 0.9 — minimum supported Rust is now 1.94 (affects building from source only; the official Docker image is unaffected).

- Multi-arch (amd64 + arm64) images now build on native runners instead of QEMU — much faster releases.
