Patch release fixing a startup crash in 0.4.0.
🐛 Fix
0.4.0 container images crash-looped on start:
/app/tickers: /lib/x86_64-linux-gnu/libc.so.6: version `GLIBC_2.38' not found
The rust:1 builder image moved its default base from Debian bookworm to trixie (glibc 2.38), while the runtime stage stays on debian:bookworm-slim (glibc 2.36), so the binary failed to load. The builder stages are now pinned to rust:1-bookworm, linking the binary against glibc 2.36 to match the runtime.
0.4.0 is broken — use 0.4.1. Same features as 0.4.0 (Telegram notifications + full dependency refresh).
