Documentation reorganization for clearer audience separation —
no behavior changes.

Changed

  • Split README.md into focused documents covering distinct
    audiences. README.md retains discovery-tier content (project
    pitch, status, trust-chain disclosures, architecture summary)
    and slims to ~150 lines. New SETUP.md covers first-deployment
    setup (install, signing key, configuration, bootstrap, service-
    record verify). New OPERATIONS.md covers day-2 operator content
    (production checklist, monitoring, dependency security scanning,
    single-instance enforcement). New docs/moderator-cli.md is the
    moderator CLI reference (membership management, login, report
    workflow, audit log queries). Existing files (CHANGELOG,
    CONTRIBUTING, SECURITY, CODE_OF_CONDUCT, MAINTAINERS, LICENSE-*,
    cairn-design.md) stay at root per their conventions. (#68)
