feat: AI apps thinking steps with workspace build fixes

Summary

Proof of concept combining workspace build changes with AI apps thinking steps features to verify that workspace configuration fixes CI testing issues.

Workspace changes (from zimeg-build-workspaces):

• Setup monorepo workspaces for dependent packaging
• Centralize linting at repo level
• Replace prepare script with prepublishOnly

Feature changes (from feat-ai-apps-thinking-steps):

• Add task display mode option to chat streams
• Add task_card and plan blocks
• Accept chunks as arguments to chat stream helpers
