Summary

This PR uploads the latest Slack CLI installer for dev builds after a merge to "main" branch and prod releases that happen with a tag.

Once this lands I'll update our runbooks to remove the step to upload these files separate. I'm optimistic that this'll move us toward one-click releases more, but let's keep watch for unexpected changes in the meantime.
