Sub2API 0.2.14-sleepinsum.2

AI API Gateway Platform - 将 AI 订阅配额分发和管理

合并 v0.2.14-klno.3，新增按本地网关冷却截止恢复的独立定时器，优化自动重置、手动清理后的恢复及暂停状态展示。

保留 sleepinsum 的配置隔离、共享冷却账本、事务周期记账、原子历史合并、隐私和发布来源补丁。本次没有新增数据库迁移或依赖变更。

已知问题：冷启动且数据库截止已正确时，恢复可能延迟至下一次一分钟扫描；多实例下迟到的自动恢复可能覆盖较新的休息状态。本次保留这两处 P2，不包含修复。
