Docs: move supplementary docs under docs/

Keep README.md, LICENSE and AGENTS.md at the repo root (the conventional
landing/licence/agent-tool locations) and move the rest of the developer
documentation into docs/:

  docs/ARCHITECTURE.md
  docs/DEVELOPER_NOTES.md
  docs/FEATURES.md
  docs/THIRD-PARTY-LICENSES.md

Update the README and AGENTS cross-links to the new paths. No build or
packaging file referenced these docs, so nothing else changes.
