* Implement `Hash` for `Level` and `FilterLevel`
* Add #% for alternate display of the value part
* Implement `Eq` for dynamic `Key`s
* Add `emit_error` to `Serializer`, `#` for serializing foreign errors, and
  `impl Value for std::io::Error`
