Proprietary policy update retry after failed HMI PTU #3393

Bug Report
When testing HMI ptu, if that flow fails the hmi will attempt to update the policy table via a connected mobile device. If the mobile device ptu fails, retries after that do not succeed.
Reproduction Steps
- Enable hmi ptu but dont start the policy server yet
- Connect mobile app
- Observe hmi ptu fail and core attempts to use mobile
- Start policy server and wait for ptu retry to start again.
Expected Behavior
Retry attempts to update the PT are successful after policy server is running.
Observed Behavior
PTU retry does not succeed.
