CCB : protocol handler unit test stuck #3405

Bug Report
Jenkins CI got stuck on protocol_handler tests... again. The problem seems to have been present for quite a while, but the exact conditions are unknown. Yet when it happens the CI gets stuck until terminated manually effectively delaying all other jobs for undefined amount of time, which can be a whole night or a whole weekend when no one watches.
