Cloud App Auth Token Lost

Bug Report

When connecting 2 cloud apps, the first cloud app is able to receive an auth token in the start service but the second app is not receiving one.

Reproduction Steps

1. Configure preloaded pt with 2 cloud apps each with their own auth_token param.
2. Launch core and HMI
3. Activate both cloud apps

Expected Behavior

• Both cloud apps receive auth tokens

Observed Behavior

• Only the first app to activate is receiving the auth token.

OS & Version Information

• OS/Version: Ubuntu 20
• SDL Core Version: 8.0 + develop (8.1 release candidate)
• Testing Against: Java test suite
