v2.33.40 — ADS-B Tooltip Fix & Meshtastic Packaging

• ADS-B dashboard: aircraft tooltip no longer disappears on updates. The hover tooltip was rebuilt whenever its text changed, closing it on every position/altitude update. It now updates in place, so it stays open and refreshes its numbers while you hover.
• Installer: meshtastic packaging conflict. Require meshtastic>=2.7.9 (2.7.7/2.7.8 capped packaging<25.0, which pip flagged as conflicting with modern packaging 26.x). The warning was cosmetic and installs still worked; this keeps the resolver off the capped releases.
