Wi-Fi Calling Gateway v1.0.1

Maintenance release fixing empty LuCI monitoring tables. The monitor already collected ePDG/IPsec evidence correctly, but the LuCI session lacked the read-only ubus.file.read permission required by fs.read().

This release adds the missing permission only for the two explicitly allow-listed runtime status files and includes a regression test. Log out and back in to LuCI after installation so the session receives the updated ACL.
