[regression] Start and End ramp were not picked correctly.

[bug] Fixed "external database flight plan" was creating a "leg" for all waypoints. Now it will only create for the first and last.
[ui] GPS data will always be cleared at the beginning of a mission.
[internal] Modified "position" logic.
[internal] Better ramp filtering.
[message] Near target message radius is now determined also by plane type and basic runway metadata. Can be between 2nm and 6nm.
