Fixes and improvements

DCM projects: the --env-file/-e option for sourcing declared
templating.env_vars/templating.env_secrets values from a .env file is
not yet generally available. It is now hidden from --help unless the
enable_dcm_project_env_vars CLI feature flag is enabled. This fixes a bug
introduced in v3.24.0, where the option was visible without requiring any
opt-in.
