Fix operator tracks collapsing onto op-Unknown-BasicID_0 on MAC-less
(MAVLink serial) feeds. Carries the ODID id_or_mac as the transmitter
identity and attaches the configured SENSOR_ID, which the MAVLink path
previously omitted entirely.
