Fallback mirror of the local embedding model used by Oxyn (ADR-0056).

Not an Oxyn release: this pre-release only hosts the model files that Oxyn
downloads on first use when Hugging Face is unreachable. Oxyn verifies every
file against a pinned SHA-256 and refuses any mismatch.
