The first publish failed 422 on a 212-character description, after the
workflow had tagged, installed the publisher and authenticated. The limit
is not in the schema the file declares, so nothing caught it locally.

Now a test does, alongside the name and title caps, so the next release
fails in a second on this machine instead of two minutes into CI.
