Make the dedicated
csv-preflight-actionrepository and v1.0.0 release the canonical GitHub Actions distribution path.The workflow guide pins the independently tested release commit. The browser tool, paid batch edition, and fixed-scope setup terms remain in this project; their boundaries do not change.
Verification:
npm test(27/27),node --check app.mjs,git diff --check, and both standalone repository/release URLs returned HTTP 200.
