v1.2.1 - Dump/restore ACLs

Perhaps overstepping again, but now we have a script that lets you dump and restore ACLs before restarting haproxy. This isn't a function that haproxy normally has (unlike saving servers to disk) but we require it for ACLs that have been dynamically updated using the admin socket, and we want to be able to not disrupt them on config restart.
