Release v3.14.0-beta.1

First public beta of v3.14. The cumulative v3.14 changeset is
documented in the [3.14.0-alpha.17] entry below; beta.1 ships the
new distribution mechanism on top of that work.

Changed

• HACS distribution switched to release-asset (zip_release: true).
  Each release tag attaches a cable_modem_monitor.zip. Smaller
  install (~120 KB vs ~3.4 MB source archive); excludes spec/dev
  files. Paired with hide_default_branch: true to prevent silent
  downgrades from the version selector.
• Beta is the public-test entry tier. Alpha is now a
  local-source-only development concept post-alpha.17 — no GitHub
  releases, no PyPI publish, no HACS visibility. Betas install
  manually via HACS → integration → Redownload → "Need a different
  version?" → Release. There is no auto-update path on betas — each
  beta is a deliberate per-version install by design.
• Documentation rewrites for the new model: README install section,
  TROUBLESHOOTING, RELEASING, HA_ADAPTER_SPEC, CONTRIBUTING, issue
  templates, MODEM_REQUEST, and catalog_tools intake docs. Catalog
  Tools framing updated from "maintainer-only" to "open to
  contributors with hardware."

Removed

• update.install troubleshooting guidance. The Home Assistant
  service is not supported with this integration; use the HACS
  manual picker instead.

Migration

• Alpha testers on feature/v3.14.0 branch tracking: that path
  is no longer supported (HACS rejects branch installs once
  zip_release is set on the default branch). Install beta.1 via
  the manual picker described above.
