Oída 0.13.2

Joins the published 0.12.1 line (local owner events, finite playlists, native decoder diagnostics, bounded source reads) with the LISTENING.md work: primary inscription reading and textual sounding through oida/representation-execution/v1, the separately admitted local inscription worker, complete-file LISTENING.md drafts, revisions and scoped adoption, paged representation memory, and the oida_inscription and oida_representation_memory MCP tools (17 in all). Exact decimal validation of JSON numbers before provider dispatch. Depends on akouo-contract 0.12.1 and akousma 0.10.1.

Source release; not published to PyPI (the publishing workflow runs only on a manual dispatch). The tag's own release build fails its vendored-wheel checksum step because of a path format in vendor/SHA256SUMS, corrected on main after the tag; the wheels and their digests are unchanged.
