Autonomous vehicle operations can depend on third-party personnel performing work that directly affects operational readiness, safety, quality, and compliance.
Training completion alone does not answer the more important operational question:
Are the people performing the work actually qualified, current, procedurally aligned, and ready to execute the mission?
As operations scale across vendors, locations, roles, instructors, and changing procedures, readiness information can become fragmented across training records, qualification systems, audits, documentation, corrective actions, and operational performance data.
VORA explores how those signals could be connected into a single operational readiness model.
VORA treats training completion as one input into readiness, not the definition of readiness.

The goal is to create a closed loop between training, qualification, operations, quality, and corrective action.
The current prototype demonstrates four operational views:

Demonstrates a mission-specific Operational Readiness Gate.
Instead of asking whether a worker has simply completed training, VORA evaluates whether all requirements necessary for a specific mission are satisfied.

Safety-critical organizations need more than records showing that training occurred.

- qualifications remain current;
- procedural changes reached the affected workforce;
- personnel performing critical work are actually authorized to perform it;
- operational deficiencies are identified and corrected;
- repeat problems can be detected across workers, instructors, procedures, and vendors; and
- corrective actions actually restore readiness.
