Adds the GITHUB_BASE_URL environment variable to gitserver deployments.
For GitHub App to function, gitserver needs to periodically refresh the access token through github-proxy.
The end goal here is to have this change propagate to this file: https://github.com/sourcegraph/deploy-sourcegraph-managed/blob/main/golden/docker-compose.latest.yaml
