ZTARE v1.2.2 — Release version-coherence hotfix

ZTARE v1.2.2 completes the clean-install release correction begun in v1.2.1.

Fixed

• Public CLI smoke checks derive the expected version from pyproject.toml instead of a stale release literal.
• Checkout-mode CLI version reporting prefers project metadata over stale editable-install records.
• Citation and CLI regression tests now enforce version coherence across release metadata and the public front door.

The v1.2.0 Workbench, LeanMill/AxiomPack, and ARC-AGI WIP scope is unchanged.
