Add CONTRIBUTING.md to the repo

Background

The SPDX License List has a CONTRIBUTING.md file including the detailed instructions on how to contribute what and where

Rationale

To increase contributions and reduce onboarding efforts, it would be ideal to add a CONTRIBUTING.md, following the reference of the License List

Description

The file should include:

• Where and how to contribute bugs
• Where and how to contribute new algorithms or properties
• Where and how to contribute new ideas, requests or requirements from SPDX profiles, other projects, companies or individuals
• How to get in contact with the team
• How to participate in the meetings
• Links and references that should be consider by any potential contributor

Actions

• Create a content draft of the file
• Discuss the draft during a meeting
• When agreed, create a PR
• Review and merge the PR

DoD

• Link to the draft
• Approved within the meeting, until we create our own mailing list
• Link to the PR: contributing.md file including the contribution instructions #37
• Link to the CONTRIBUTING.md file within the repo, once merge:

Contributing to SPDX Cryptographic Algorithm List

• General technical questions or issues about the List can be sent to the SPDX technical team mailing list.
• Questions or issues on the algorithm content can be reported through a GitHub issue:
  • Review first that your question or issue has not been reported yet. If it has, simple add a comment in the corresponding issue.
  • If there is no past record of your question or issue, please create a new issue
• You are welcome to participate in any of the SPDX Cryptography Group weekly meetings. Check the SPDX meetings list to find out the schedule and connection details.
  • The agenda for the next meeting can be found in this folder while the approved minutes are merged into the cryptography meeting folder.

This is an example of how an algorithm is described. This example correspond to no real algorithm.

• All the properties are described on the SPDX Cryptographic Algorithms List properties description file.
• All the algorithms from the SPDX Cryptographic Algorithm List are included in the yaml folder.
  • For each algorithm you will find a .yaml file, with the name .yaml , where is the SPDX identifier of the corresponding algorithm
