chore: bump Speakeasy CLI to 1.796.1 (#5817)

- Bump the pinned Speakeasy CLI from 1.791.1 to 1.796.1 and refresh the
mise and generation locks.
- Regenerate the TypeScript and Go SDK metadata and output, including
the updated TypeScript character-encoding behavior.
