Fixes

CI: remove stale dsh plugin build step: the Quality workflow still ran
pnpm run build:dsh-plugins after the DeepSeek Harness module was removed
from the launcher. Remove the obsolete step so main pushes no longer fail
the Quality rust job.

Verification

pnpm run check:release -- --tag v1.14.1 passes.
