Live Per-Monitor-V2 DPI rescaling, fresh-install log directory fix.
See RELEASE_NOTES.md for the full write-up. No decoder-output or configuration-format changes; existing pdw.ini and filters.ini files work unchanged.
- Live High-DPI scaling (FIX [DpiPerMonitor]) - a remote session attaching at another scale, moving the window to another monitor, or a Windows scaling change is now picked up live (fonts, toolbar icons, signal meter, Health panel rebuild automatically) instead of requiring a restart.
- Fresh-install log directory (FIX [LogDirCreate]) - PDW now creates its configured log directory itself, fixing every log channel silently producing no output on a fresh install with the message log off.
- Toolbar resync no longer clears "start maximized" (FIX [SyntheticSizeMaximized]).
