Setting treatment percentage of traffic in the yml file

I'm creating this issue because my team need to set the yml file for cases when split.io is off, but some of our splits have treatments with specific percentage, but currently it is not possible to be set using the dotnet-client sdk, so I raised a PR implementing this feature, can you please take a look that?

From our side we want to better understand why do you need those changes before proceed, so if you can provide us more context about how you are using the sdk and more detail about limitation/problems that you are having today.

We have some feature flags configured to be on for 40% of the traffic and off for 60% of the traffic, it works fine if split.io is online and we can ping your servers, but if you are down and we need to use the localhost yml file to grab the settings for our feature flags, we can't have the same configuration, we only have the option of setting the feature flag to be on or off, and that is why I raised that PR to allow us to have the flexibility of adjusting the feature behavior based on traffic.

My name is Nico Zelaya and I'm the manager of the SDKs team at Split. If we accept the PR and you apply the described change, it is very likely that your users will be split in percentages but getting a different experience than what they would see when Split is up.
The reason is that the seeds of the real splits won't be available, with yaml we use a hardcoded seed since the mode is mostly meant for development/testing.

Is there any specific reason for you to try to cover for when we are down? Split's sdk api (what you need to be able to evaluate flags) has a great uptime https://status.split.io/ of 100% in the last 90 days.

There is something in the backlog of this year though that could most likely get you what you need, by allowing you to plug an auto generated json file.
I would appreciate if you walk me through the reasoning for this redundancy layer in the first place, so I might be able to better understand your needs and suggest other options like the Split Proxy if useful, or validate our approach for what I mentioned before for feedback.
