Harness Cloud Background steps run as a separate container reachable only at <step-id>:port, not localhost. The Go tests hardcode localhost:6379 (matching the GitHub Actions services: redis behavior), so start redis-server inside the test container instead to keep localhost:6379 valid without modifying the tests.
