docs: add status badges + Codecov upload#8

Add a consistent badge row to the README (CI, Go Report Card, Codecov, Go Reference, License) and upload the coverage profile to Codecov from CI so the coverage badge populates.

Adds a consistent badge row (CI, Go Report Card, Codecov, Go Reference, License) to the README and a Codecov upload step to CI so the coverage badge populates. Matches the badge style already used by the spore-host plugin repos.
