Improvements

• Introduced OmsConfig::isDeferredNewOrderItemProcessingEnabled() to defer the first state machine run of new order items to the oms:check-timeout command, reducing DB lock timeouts during checkout.
• Introduced Timeout::EVENT_DEFERRED_NEW_ORDER_ITEM public constant and TimeoutInterface::setDeferredNewOrderItemTimeouts() to schedule already expired event timeouts for new order items.
