As the OpenTag3D standard is reaching maturity, it was decided that it was finally time to move it into its own repository and host it separately from the initial research group. It is now hosted at https://opentag3d.info (and https://github.com/queengooborg/OpenTag3D). This PR updates the linked URL to point to the new webpage.
(The standard was renamed from OpenTag to OpenTag3D to fix a name conflict with a standard for medical tags.)
