Let CI authenticate to the private package registry

The first run on the public repo died at install: @cloudhub-ux/shadcn lives in
GitHub Packages and is not public, so a clone gets a 401 and none of the three
jobs reach their real work. The workflow now writes a token from a
PACKAGES_TOKEN secret into .npmrc, and the README says the same for a local
clone.

This makes CI pass once the secret exists, but the underlying question stands:
an open repo whose UI dependency is private cannot be built by anyone else.
