- feat: add Tags field to problem header
Tags appear in the header as a comma-separated list and are rendered
as backtick chips in info.md. The Tags column is only shown when at
least one problem in the directory has non-empty tags.
Old files without the Tags field continue to work (parsed as None). (2654656)
