Description of Issue
I believe that there should be some justification for the lack of training requirements for this project to introduce a new refactoring library that will be used by other developers. A brief explanation could be provided as to why training is not required for this project.
The primary users could perhaps be expected to have enough technical expertise to use the tool without additional training, or perhaps the library would be extremely simple or have existing documentation to easily setup, thus additional training is not needed.

Alternatively, training requirements could instead be added, whether it is some sort of required adherence to provided user documentation before usage or dedicated training sessions.
