On performance PRs

It's easy to make a performance PR, but hard to make one that will land.

In short, the only type of perf PRs that we will accept are:

1. Free perf wins
2. Not free but so substantial they should be pursued anyways

Most ideally 1 and 2 at the same time (free + substantial)
