A fresh installation confirmed that Aqua discovers aqua-policy.yaml at the Git repository root. Make the existing Git prerequisite precise in all four locales, including git init for a new project. No policy bypass or environment override is added.
Verified the documented policy/checksum/install sequence with Aqua 2.62.3 in an isolated root; non-repository use is rejected. All 20 tests and generated content checks pass.
