Validate multilingual documentation contracts

Summary

• validate page inventory, shared navigation, heading structure, canonical code blocks, links, anchors, and code-fence syntax across all four documentation locales
• execute complete Stack examples against the pinned Engine package and smoke-test documented CLI commands against an exact CLI revision and version
• require reasoned exceptions for intentional differences and reject stale exceptions
• add positive and negative contract fixtures to the regular test suite
