feat: deprecate codeScanningAlerts in favor of --sarif-ghas (#305)

Mark the codeScanningAlerts input deprecated with a deprecationMessage
pointing users to HawkScan's --sarif-ghas flag plus
github/codeql-action/upload-sarif, which raises one code scanning alert
per finding. Document the replacement in the README and bump to 3.2.0.
