Maintenance update for legacy v3 release. Skip it if you're already running v4 or v5.

What's Changed

  • Add DISABLE_VALIDATOR_REGISTRATIONS env to disable validator registrations by @cyc60
  • Bump version v3.1.11 by @cyc60

DISABLE_VALIDATOR_REGISTRATIONS=true stops new validator registrations and makes the
operator ignore deposit_data.json completely, so a vault whose on-chain validators root
no longer matches the local deposit data can keep running. Exit signature rotation, vault
harvesting and network validator event scanning are unaffected.
