Interactive shell fixes.

• Auto-loadable PowerShell aliases now resolve in the host SDK runspace (e.g. tnc → Test-NetConnection, gip → Get-NetIPAddress). The runspace bypasses PowerShell's module auto-loader to avoid a Windows PowerShell v5 PSSnapIn TypeLoadException on the core cmdlet assemblies, which had left alias-triggered auto-load broken while plain cmdlet names still resolved. A discovery-based CommandNotFoundAction fallback now builds a case-insensitive command→module index from module manifest exports and imports the owning module on a miss, also recovering PowerShell's Get--prefixed bare-noun fallback (tnc retried as Get-tnc). Genuine unknown commands still exit 127.
• No more redraw storm after launching a node-based GUI CLI such as code .. The console input / virtual-terminal mode is now restored before every prompt (previously only after the direct external-process path), so a child that left VIRTUAL_TERMINAL_INPUT enabled can no longer turn arrow keys into raw ESC sequences.
