Fix: Deduplicate idle_prompt notifications
Changes
- Fix repeated idle notifications - now only sends one notification per idle state
- Automatically resets when user sends a new message
Before
Every 2-3 minutes while idle: 🔔 🔔 🔔 🔔 (annoying)
After
Once per idle state: 🔔 (done)
