was left behind after testing error handling
Otherwise private addons & installed but not licensed addons won't show up on the Licensing page.
We need to pass the `edition` along as a query parameter since the `is_commercial` flag might depend on the configured edition.

This adds support for offline license validation for qualifying sites.
To use it, you will need to contact support to have it enabled on your site. Then you will have the ability to download a key file from your statamic.com account that can be placed in your project.
