This PR was created by duplicating the dmaxsorted package and adapting it to compute the maximum absolute value instead of the maximum value. GitHub Copilot assisted with updating test cases, documentation, and verifying consistency across all files.

LGTM after clean-up. In this case, when developing this package, I would have suggested more closely studying the existing package @stdlib/stats/base/ndarray/dmeankbn which implements the same algorithm except for double-precision. That would have minimized some of the copy-paste description errors.
