docs: fix broken Markdown link (issue #9127)

Description

What is the purpose of this pull request?

This pull request:

• This PR fixes the broken LAPACK dlaset documentation link by updating it to the current version.

• Old URL: https://www.netlib.org/lapack/explore-html-3.6.1/d7/d43/group__aux_o_t_h_e_rauxiliary_ga89e332374c7cd87e5db54bfe21550bc3.html (404 - old version 3.6.1)

• New URL: https://netlib.org/lapack/explore-html/d0/de5/group__laset_gad8051330f20413bd2a4ee0bccaf54ec8.html (current LAPACK 3.12.1 documentation)

The link was pointing to an outdated LAPACK version (3.6.1). Updated to the current documentation structure.
